Then why do body builders do full reps?
No body builder gets that way using only half reps. Some of them use partial reps to increase muscle mass, while others do it simply for variety.
I heard partial reps increase muscle stress.
Partial reps without a lockout increases lactic acid buildup, because you are stressing the muscles more. It hurts more, but it doesn't mean you'll actually get stronger.
Why is it popular then?
Doing partial reps in that manner increases the muscle burn, but it is only a burning sensation, not necessarily burning more calories.
In what cases are partial reps good for you? Or worse?
Partial reps can strain joints that wouldn't be strained with rest positions at the end of the completed motion. And partial reps can end up working muscles you didn't intend to work if the exercise was done correctly.

You can get more half reps in than full reps. It shocks the muscles, making them appear larger than they really are.
So it gets them ripped.
The muscles look big and swollen after a bunch of half reps, but it won't give them bigger muscles an hour later.

Whatever you want to do to workout is fine. Mix half reps with full reps if that gets you going.
